To ensure that previously fragmented and less synergistic balanced development policies can be implemented consistently and effectively within a comprehensive framework, it is necessary to establish a strategic foundation.

Characteristics

A conceptual top-tier five-year strategic plan that provides direction for balanced development across all areas of Seoul's municipal governance while pursuing integrated improvement of deteriorated residential environments.
